   I don't recall the Governor of PA being able to enact legislation, he can   
   only sign, veto, pocket veto or allow to become law without his signature   
   as far as I remember.  I don't see democrats in control of the PPA either,   
   funny how that seems to have slipped your mind, it's republican controlled.
