   You need to learn to read correctly. Where in what I said do I speak against   
   the handicapped?   
   Here in NYC, if parking is not specifically prohibited by the signs it is   
   legal, unless of course by a fire hydrant. Is this not true in Philadelphia   
   as well? And if not, how is an out-of-state resident to know that fact if it   
   is not in the signs?

   I have no bias against the handicapped at all, but you certainly are   
   insensitive to people being victimized by ticket trap scams.
