   Actually there have been rumors about the PPA from sources I'm inclined to   
   take seriously, after all the same sources were correct about who was being   
   investigated by the FBI in late 2003.   
      
   Said agency though is also a patronage haven and has also been given control   
   of taxis in Philly.  Although I don't expect immediate results, I did   
   expect to see cabs that didn't smoke soon after they took over, that hasn't   
   happened yet.
