   No, the assumption is that the meter does NOT have to fed if the hours   
   aren't indicated as requiring payment.  No, you did not make a logical   
   assumption.  If you live in NYC, and park in a space for the handicapped,   
   won't you get a ticket whether or not you have to feed the meter?
