   You admit the space was labled reserved for the handicapped, yet you   
   complain about your treatment.  Interesting approach to obeying the law and   
   parking regulations too.  Besides, I just walked down Arch today and I note   
   that if you parked there, you had more than adequate notice you should not   
   park without a handicapped placard, plate, or window tag at any time.  Only   
   the most contorted reading of the posted regulations could have lead you to   
   park there without believing you should not.  You got caught, and I remind   
   you that you may still owe the money, I believe NY and PA have an agreement   
   on parking tickets.
