   No, having checked the signs on the parking meters, there is a fee due to   
   park during certain hours.  The spaces are otherwise still reserved for   
   handicapped individuals.  If one is going to guess about what the law   
   means, one should at least make reasonable guesses.  I might note that   
   during certain periods of time not even the handicapped can park.  One word   
   of advice, if a handicapped meter in Philadelphia is next to the space   
   you're about to park it, be sure that there is a plate or tag indicating   
   that status and be sure that the space is lawful to park in during the   
   period you plan to park.   
      
   Misreading signs especially in a parking space for the handicapped just   
   indicates a complete lack of judgement about what is allowed.  No   
   reasonable individual would have parked in that spot.
