   I'm not the one who postulated that Philadelphia residents would stop   
   moving out if the city's pollution index declined.  I pointed out   
   though that the city has no control over most of the air pollution and   
   that the federal government presently resists enforcing already   
   established rules and regulations.   
      
   Now if you're discussing the environment nationwide, you might want to   
   note that the number of cities and regions with declining or worsening   
   air pollution numbers is up since BushLeague II got in office.  The   
   rate of decline didn't increase under Clinton either, you might want to   
   research when the percentages most declined before you bring up this   
   topic in the future.
