   That's not fair Karen, the city has done better than most others in the   
   past four years, and it has been the emphasis on neighborhoods rather   
   than downtown that most benefitted the people rehabbing and moving back   
   in.  The area you're mentioning does have one major need, more parking   
   or faster public transit.
