   Incredible, you're moving a rapist who so far has concentrated on a   
   particular section of Fairmount Park near the Schuylkill river near a   
   particular bridge crossing the river, and on a bike, and you want to   
   worry about said rapist miles away.  I suggest that said rapist is   
   actually only attacking when the proper set of circumstances occur.   
      
   I also suggest that sadly the area the rapist is known to frequent has   
   too many ways to escape on foot and with a bike.
