   Not only that, but such warnings have little effect reducing either   
   crime either.  Serial rapists also seem to try to avoid being caught.   
   The last serial rapist in Philly who got lots of attention moved away   
   and was caught out of state for one thing.  Once enough media attention   
   is given either serial rapists change their strategies or they change   
   their location, and they too hear the warnings and advice given to   
   victims.
