Part of the "illegal" problem is precisely       that the US made it illegal for all who wish to come to the US to come       while being unable to close or police its borders to enforce its       immigration policies. It should also be note that a major problem is       that employers will hire folks without documentation to lower       employment costs and skimp on mandated costs like Social Security and       Medicare employer costs. It's also difficult for someone without       documentation to make money without violating one law or another in       many areas.
