   Just call our personal cop when we lived in Philly. He came by on 2/3 of our   
   calls to the cops:   
      
   Incident #1   
      
   "Let me ask you a question. Were they black? Well, there you go. I could   
   fill out a report, but it wouldn't do any good."   
      
   Incident #2   
      
   "Let me ask you a question. Were they hispanic? Well, there you go. I could   
   fill out a report, but it wouldn't do any good."
