   Ps , I don't think its the police commisioners fault alone . I think the   
   mayor again is not bright enough to make a difference either . Even if he   
   told the commish to step down, that leaves Street , another decent sort but   
   not good enough. I am not sure Katz can do better but its worth a shot.   
   The city is going down hill . The street incidentally has been broken up for   
   two months without the street department finishing the work. Whats with   
   that? In many place there are deep grooves and holes in the street and this   
   happened in many streets that were in excellent shape to begin with. What   
   another mess.The idea is when you take something apart, look to see if it   
   needs the work and finish the job
