   Paul Krugman notes that the failure to prepare and deal with Katrina might   
   be a sign of an intellectual opposition to the government being used to   
   serve the public.

   Sadly I can't refute either hypothesis and note that there is good cause to   
   believe that both could be correct.  Ineptitude, stupidity, wilful   
   ignorance and hostility to poor people all in one administration.
