   Uh, compared to let's say 5 years ago, the crime rates are still down.   
   Crime rates in general rise in fall sort of in syncopation with the   
   economic times.  It also doesn't help Philly that a lot of people who   
   got sent away for long stretches of time to prison are now due to be   
   released, people with no new skills and no low income jobs to even   
   partially entice them away from crime.  Crime has been worse in Philly,   
   and some crimes are still down, but crime is rising throughout the   
   nation where it fell previously, have you looked at stats for Boston   
   for example or big cities in Florida?
