   Yet Black September would consider the partition of Palestine the result of   
   terrorism and a response to European guilt over mistreatment of Jews in   
   Palestine.  Terrorism seldom springs up sui generis, but rather seems to be   
   a reaction to something the people performing the terrorist acts feel they   
   must respond to.   
      
   As far as I can tell, absent a genocidal response to terrorism, there is no   
   way to militarily defeat terrorism.
