   Sorry Skip, I'll have to disagree with you on this one. Keep in mind, the   
   state   
   still does not have a budget as it was vetoed by Rendell. Then there is the   
   budget deficit to consider while Rendell is on a spending spree.   
      
   Yea, Rendell halted Schweiker's grants, only to reinstate them with a little   
   photo op and his check presentation ceremonies.
