   Funny thing about your alleged hypothesis, but there are more people in   
   prison today than there have ever been before in the US.  Not only that but   
   police making arrests doesn't seem to lower crime rates, all it really does   
   is increase the number of men going to prison.  About the only folks who   
   really seem to benefit are the republican politicians who get to claim that   
   they're representing all of the men in prison when it's time to redistrict.

   Aren't there churches which emphasize punishing someone who attacked one of   
   the flock?  According to your claim what happens then, deadlock or a fight   
   in the courtroom?  I don't recall hearing of either happening.
