   Sure it does; if you believe that the forecasts are correct, we should be   
   using the political process to take steps to protect our city and region from   
   the worst effects of the changes. And, of course, tommorrow's politics become   
   today's politics soon enough. I admit I've never read the charter of this   
   group, but I'm not sure that current Philadelphia politics is all it's limited   
   to. Even if it is, perhaps it's time to expand our time horizon on the

   On the other hand, since we here will feel the full effects of the changes if   
   we do nothing in advance to mitigate them, regional climate changes that   
   include us are certainly a legitimate topic for dicussions of local politics,   
   particularly regarding how to get the city's political machinery working as   
   early as possible on the problems we'll face,.
