   Clearly you don't remember the other  Center City serial rapist   
   who killed Shannon Schieber in 1998(almost 10 years ago)   
   who was locally active starting in 1997 until he left here for   
   Colorado where he was caught for another series of rapes   
   out there in 2002.   
      
   What he did didn't dampen new housing in CC and near CC. Quite the contrary,   
   it's only increased all through the 00s.
