   troll? The mayor is responsible for what is happening now. Truly ART , what   
   is going on is a combination of lousy past and present circumstances. Its   
   the Mayor   
   's responsibility to correct or make changes in order to bring about   
   positive change. As for olders officers , maybe? I think there are too many   
   of them . Put them in a program that give them incentives to get them off   
   cigs, but please putting them out in streets is really not going to get them   
   to catch criminals. About what are the qualifications for hires? After what   
   i have seen , not sure smoking is one of them lol . Its not that I don't   
   feel for anyone with a habit , I just think there are enough qualified   
   people who have gotten past smoking to be qualified role models for our city   
   and be good patrol officers.
