   Actually believe it or not, the quality of life has greatly improved in   
   Philadelphia, but I suspect you're viewing Philly through jaundiced   
   eyes.  The schools have not improved, the police department has   
   improved and the crime rate isn't going out the stratosphere either   
   despite what others post.  Even car theft is down in the city, although   
   the smashed car window rate hasn't declined that much (it's a crime of   
   opportunity for teens and drug users quite frankly).  If you want the   
   city to improve, then move back, one of the reasons the city has   
   declined is that people who should care about it have moved away even   
   when they didn't need to.
