   You simplify the situation too much.  There are instances of people being   
   convicted and then killed for the crime of murder (thereby supposedly ending   
   the murders and any need for further investigation) and then later it turns   
   out that the because the wrong person was killed, the other murders   
   continued.  It's conceivable that sometimes the person wrongly convicted had   
   information that actually could have been used to find the true killer.   
   There have also been numerous instances where someone was killed and their   
   relatives and friends then started killing thereby increasing the number of   
   murders.
