   Arizona recently authorized the Prius and two other models of hybrid   
   vehicles to be issued clean-air license plates and use the HOV lanes   
   even with only one person in the vehicle.  Gasoline prices are   
   skyrocketing in Arizona (and elsewhere).   
      
   I think that makes it an Arizona issue.
