   The law doesn't permit stopping anyone on a whim. There always has to be   
   reasonable cause. The law is clear, as is the new order signed by   
   Governor Brewer, clarifying that. Sheriff Joe has arrested over a   
   thousand illegal aliens without a problem of profiling.
