   There is a new research study that has been done by scientists   
   in Chicago, which has determined that the excessively snowy and   
   cold winter weather that has happened so far in the United   
   States and Canada, and the powerful rain storms over Europe and   
   the United Kingdom, is being caused by a new type of twisting   
   jet stream that could be here for good.
