Unless there is a rule against it in the particular othernet in question, all you would probably need would be a sysop willing to set you up as a non-fidonet point on their othernet system. A few othernets may not allow points, and a few may require that you apply before you are allowed to pull their echos. As best as I can tell, FSX is pretty open in that regard.
