Maybe they were just reviewing what he's done so far.  I understand why he
does what he did.  It forces a vote and or it forces the Supreme Court to look
into it.  Kinda like the Birth Right Citizenship...  He has a valid argument
with the latter and my Spidi-Senses are tingling on that case.
