This is already supposed to be illegal.

The problem is enforcement.  There are necessary rules surrounding criminal
punishment against a SITTING member of Congress.

Ex: You can't trump a charge against your opponent and have him thrown in jail
so that he can't cast his vote for/against a bill.

IHMO: I think that some people have figured out ways to leverage these rules
for sitting members in order to get away with things that the rest of us would
have been thrown in prison for.
