It accumulated over time by creating incentives.

1. Power to the Unions - which makes education seem unnecessary.  "Look at how
much I can make and I didn't graduate high school!"
2. A population that thinks education isn't necessary doesn't want to pay for
it.  So low pay for the teachers.
3. Good teachers have a choice: Work in a place where you won't get paid well
and will be disrespected, or do something else.  I've known good teachers
who've left the education system for this reason.
4. Education is required by the state, so they have to hire someone.  So we get
the people who literally can't do anything else.

Not necessairly a valid assumption.  It all depends on the situation.

Remember that this was a long-term thing.  They didn't want this to happen
overnight because people would notice what they were doing.

Who knows.  Like I said, this is a long-term thing.  Counterculture has always
been looked at favorably by the younger crowd.

Or perhaps the wiggers in the north simply didn't associate with real low-life
blacks where that would be more common in the south.  Speculation here.

Yup.  Colleges have always been a haven for people who can't perform.
