In a parlimentary system you need a number of seats to form a government. If
you have less than required to form a government you need to have another
party to team up with you. So in Canada, the Liberal Party teams up with the
NDP. But in this term of the government, the NDP does not really want to be
active colliation partners. 172 seats is required for a majority. They only
have 170.
So the Liberal Party is running under a minority government right now.
