But that's part of the problem here.

The Elitists have spent generations creating a distributed network of
operatives that are loosely connected.  So no command-and-control chain -
meaning no way to trace things back to the real leaders. Taking out the heads
won't really change much, but they will hopefully scare the lower level
operatives into not doing anything.
