Alstom says:

  These contracts will result in the creation of more than 1,000 jobs
  nationwide, including 750 in New York with 400 of those at Alstom
  facilities.

Amtrak says:

  The trainsets will be manufactured at Alstom's Hornell and
  Rochester, N.Y., facilities, creating 400 local jobs.  Additionally,
  parts for the new trainsets will come from more than 350 suppliers in
  more than 30 states, generating an additional 1,000 jobs across the
  country.

One has to read between the lines, but I would think that if the majority of
the jobs are at subcontractors, they are likely to be doing something more
than screwing kits of French parts together.
