However, it sounds to be relatively trivial to install a slower
signal at a serious speed restriction to force a slowdown, as
MetroNorth did.  Simply change the most permissive aspect on
a signal from proceed to a slower speed.

It also seems rather simple to add on more aspects than the 1951
technology; I think its fastest was 45 mph for approach limited.
