There is a procedure for local officials with a legitimate need to find
out such information--after they have been made aware of and agreed to
severe criminal penalties for sharing that information with others.

The bumfuck town mayor and fire chief in question were not interested in
following said procedures, though; instead they trespassed on private
property (a criminal act) and demanded answers to questions about
hazardous materials from people who were _prohibited by federal law_
from answering their questions, if they even knew the answers.  Then
said officials got all butt-hurt when their arrogance backfired on them.
