Actually, things haven't changed.  There has _always_ been offstreet loading
areas for buses and before that, streetcars, for major stops, often under
elevated lines.  Others have given some examples.  Others include the 'L'
subway at Canarsie, the ferry 
terminal at St. George, and the Staten Island bus center.

Likewise in Phila--offstreet loading at:  Broad & Olney, Bridge-Pratt, 69th
Street, 33rd & Dauphin (just rebuilt), Margaret-Orthodox, Cheltenham & Ogontz,
29th & Allegheny, Richmond & Westmoreland, Castor & Bustleton, 5th & Godfrey,
Oxford & Loney, 
Frankford & city line, Germantown & Bethleham, 23rd & Venago, 80th & Eastwick,
Darby, 40th & Woodland, among others.
