Select bus service rollout is going much more slowly than it should,
but the local bus stops serving most of the busier areas do have
shelters.  These are paid for by advertising.  I haven't been to the
far reaches of Queens or Staten Island for a while (though probably
more recently than you), so I don't know what they've got there (and
neither do you).
