Of course. US buff strength and CEM rules are basically equivalent now
to what the Europeans require for things like TGVs. This makes lowly
DMUs heavier than their European counterpart.

That is not Nippon Sharyo's fault. Clearly the Union Rpearson Express
folks thought that was their preference. :)
