All schedule changes do not cause new version of PDF for individual
trains to be produced. I am not sure what is used as the threshold to
decide when to create a new set.

However, the changes are very often just a few minutes this way ir that
to account for track work, single tracking etc., so it does not matter
materially unless you are trying to precisely document OTP at the
granularity of a minute.
