Owners do not get involved in day-to-day operational details; they hire
managers to deal with that stuff.

Also, BNSF was shipping hazmat through Chicago long before Buffet bought
them, and I'm sure will continue to do so long after.

Have you looked at a map?  Any competent manager is going to use the
shortest path between the oil fields in the northern plains states and
the refineries in Indiana, which happens to go through Chicago.  It
would cost a lot more to go around it, and absent any regulations that
require that, why would they?
