An immediate "Connection refused" response, points to a firewall/router not
configured the right way. So either the firewall on your fido machine or the
one in your router/"modem".

I find it doubtfull, or you have configured only some IPs (or ranges) that you
allow in your firewall, but you should know about that.
So who are those nodes? I like to see their logs...
