TelSrv is one example. Any current external telnet server should do just fine.

Yes. Now that you have access to the telnet handle, you can create a dummy
DOOR32.SYS for BBSlink. Obviously we might need to do some tweaking to do
until we get the BBSLink to work but its doable.
