If my reading of this
 article
on PXE is correct, the kernel can indeed inherit network settings from
a PXE boot. But if you?re not using PXE, then that?s not relevant, of
course. I don?t know of any other booting setup that could pass across
network parameters from the bootloader to the kernel.

Places I know of where the kernel can get network interface setups:
  * DHCP client
  * /etc/network/interfaces file (or distro-specific equivalent)
  * systemd.network files
  * NetworkManager
