Interesting that you have anything in that directory at all; the one
on my Debian Unstable system is empty.
This symlinking to /dev/null is called ?masking?. It explicitly
disables those service entries (originals present in
/lib/systemd/network in this case) so they cannot be
(easily/accidentally) enabled.
