   I paid about $1 per inch for a remnant of 1" diameter 4142HT a decade ago.   
   Grade 8 bolts are around that price now, and more importantly you can buy   
   only as much length as you need. They aren't that expensive when the   
   alternative is turning down most of the stock from head to shank diameter.
