   You would ask for internal affairs...they MIGHT give you a name. OR you file   
   a lawsuit againt the officer and then his name MUST be given...but there are   
   very harsh penalties that you are going to accrue since they nearly NEVER   
   find against th cop (this would impede their freedom of action in the eyes   
   of the law) and he has strong rights under the law to counter sue with   
   inflated penalties towwards you...this is done to prevent people from   
   attacking them as an individual.   
      
   Cops have bad attitudes...comes with the job and the people they are exposed   
   to and it is a fact that if you do not pass the "attitude" test then you are   
   gonna get the blunt end of the stick...I would recommend taking it on the   
   chin and let it go.   
      
   Now for the rant:   
      
   I both know cops personally and have been abused by a few...I live in a bad   
   area and I can tell you that cops have a mind set. They think of themselves   
   as warriors and while technically servants of the public they view you the   
   citizen, each and every one, as a potential "bad-guy" They will vociferously   
   deny this but it is a simple fact.   
      
   Also look at the type of person that becomes an officer...generally they are   
   the school bully or power freak. Argue with me all you want cops, but that   
   is what I believe you are and Psych studies support me on this. You get paid   
   to bust heads and hurt people...period. Keeping the peace is an incidental   
   by-product of your calling. French cops are really professional as are most   
   northern european cops...I have lived in those contrioes (France, Denmark,   
   Canada) and they do not act like American cops...they are polite first and   
   head busters a distant second. I respect them in a way I cannot respect   
   American cops. Those officers really want to help...but are forceful when   
   need be...more than respect...I trust them. Who but a wealthy man living in   
   a nice neighborhood trusts a cop here in California? In Belmont Shore...a   
   ritzy part of town where I live they are coprdial...3 miles away in Long   
   Beach...a rougher place they are azzholes...I watched one cop TORTURE a   
   gunshot victim by stepping on the exit wound on his leg...he was part of a   
   drug deal gone bad so not really innocent but TORTURE?!?!?!
