      Possibly. However, I'd think these people would be laying low on the   
   theory these 2 guys would turn and rat on them. Of course, if the DEA is   
   smart (which is far from a safe assumption), if they can destroy the LSD   
   black market through incapacitating the conspirators with fear rather   
   than being able to bust them, they achieve the goal of keeping the   
   streets safe and free of LSD.
