   It's only partially dependent on that.   
      
   Two people answered France, and one person (me) answered UK. France and   
   the UK have both participated in every Olympics -- every Summer Olympics   
     since 1896 and every Winter Olympics since 1924. Neither country   
   boycotted Moscow 1980.   
      
   However, France didn't win any medals at Cortina d'Ampezzo in 1956, and   
   there have been seven Winter Olympics where the UK didn't win any   
   medals, most recently in 1992. (Both countries have won at least one   
   medal at every Summer Olympics.)
