   I'm thinking of two men, unrelated to each other.   
   Can you identify them from the clues?   
   (No Googling please; These puzzles may have been posted before.)   
      
   (1) Each of the two men created a famous phrase that might be described   
      as a political prediction.   
   (2) Neither of the two men ever won a Nobel prize.   
   (3) Each of the two men had a half-sibling who *did* win a Nobel Prize.
