   I had something similar to this. It didn't resolve until I opened it and saw   
   that the head was not going all the way down to the center position (where   
   the head would be to read data as close to the hole as possible). I put some   
   grease on the little grooved axle and it worked after that. I think it   
   couldn't read data at the very center and that kept it from working.   
      
   I don't know how audio cds are arranged, nor do I know how a SegaCD's data   
   is arranged, but if there are areas on the sega cd that are not on an audio   
   cd, then perhaps your laser is not reaching the area needed for the sega cd.
